Rachel James

Rachel received her Bachelor of Science in Civil Engineering from West Virginia University in 2014 and her Master of Civil Engineering and PhD in Civil Engineering from the University of Texas at Austin in 2016 and 2019, respectively.

Presently, she serve as Transportation Specialist in the Office of Transportation Policy Studies at the Federal Highway Administration. A research civil engineer, Rachel worked in Operations Research and Development for the Federal Highway Administration, authored over 15 peer-reviewed journal publications, and has given over 50 presentations at meetings and conferences.
